Problem debt in Scotland: A manifesto for the 2026 Holyrood elections

Download the document

When Scotland last went to the polls in 2021 to choose the government at Holyrood, the country was still in the grip of the pandemic. The intervening years have seen pressure on households compounded through an enduring cost of living crisis, high interest rates and record energy prices. As attention turns once again to the Scottish elections in May, we’re calling on all political parties to put financial security at the heart of the next Scottish Parliament.

We've set out five key areas where the next Scottish Government needs to act:

1

Room to repay council tax

2

Tackle the energy debt crisis

3

Rebuild financial resilience

4

Address coerced debt

5

Deal with problem debt
